Currently , the Governor assigns a Emergency Manager
Currently the State gives all units of Government Revenue sharing funds to support services to the public. If State Revenues increase , we should give priority to K 12, Community Colleges and University, Revenue Sharing, Road Funding and Veterans support.
Hopefully the Community can resolve their own financial matter and have local control, I am not a big fan of Emergency Managers, but that is up to the Governor to in act. Funding should depend on the situation at hand, we recently approved $670 Million for DPS, with oversight financial review commission.

First, the local DPW board in Flint should have known the conversion from the Detroit Water to Flint should have required pipe coating, then you have the Federal EPA who was first to blame and they have done little to help. You have State DEQ who is to blame as well. All that being said its time move on to correct the problem in Flint. The State legislature and the Governor did what was necessary and get emergency water supplies and filters to the residents of Flint and did pay for the past due and current water bills. We are moving forward as a State to assist the City of Flint. The Governor has spent a great deal of time in Flint communicating and actions to make sure the water is safe.

It is my understanding the EPA was first to be aware of the high levels of lead in the water and did not take action to correct it. Congress should hold the EPA responsible for their non actions.

I am not sure I would rate our tax system fair, but it does support a user fee base other than the Income tax. We should look at what other State models are to see if there is a better system that fits our economy base.
I supported the Mayor's proposal for a DEC , it would have brought more buy in and more local control to help DPS in its turn around plan.
Charter School should have the same requirements as public schools in terms of mandates. I am fine with the current system on charter authorization.
First we should treat everyone the same. Personally, what people do in their personal lives is their business. I would have to review such a bill, but in concept I favor no discrimination.

I support clean energy and renewable energy policy. I think we should work together with energy producers to set reasonable and obtainable goals so they can be placed into company strategic plans. If you want to have mandates , they should be reasonable and obtainable. I favor those targets and goals to strive for cleaner energy use.
We are seeing a decline in our prison system. We have done some great things to offset the higher crime and more prisoners . We have done Drug Courts, Mental Health Courts, Veterans Court, Community Corrections to treat there issues, We have prisoner re entry to provide them with a safety net prior to release of prison, ie, getting them a job, and trade skill, a place to live etc so they can be productive citizens again. We now have medical parole for those people that are not likely a threat being considered for nursing homes. We are closing a record number of prisons , saving the tax dollars without risk to the public , so the trend is getting better.
