Professional Experience Currently Treasurer of Delta Township. Retired after a 35 year career with the State of Michigan in financial management. Prior to joining the state, I was the Supervisor of Accounting for the Lansing Public Schools for 4 years. My first position out of college was with a Detroit CPA firm for 2 years.
Political Experience I have served two terms as Treasurer of Delta Township
For my whole career I have worked in governmental accounting and government financial management.. I understand and respect the need for full and complete financial accountability. The Delta Township Annual Budget, Annual Audit, Municipal Financial Summary and Municipal Performance Dashboard are all readily available for review by residents on the township website ( and in the Finance Director's Office. I and my fellow Delta Executive Team members, Ken Fletcher - Supervisor, and Mary Clark - Clerk, have required competitive bidding on major contracts and maintained a six month general fund reserve. We have stood firm for annual balanced budgets and cost effective management.
No to any more local tax increases for roads. The current Eaton County road millage that was approved by the voters in 2014 will last for 13 years. The state legislature refused to provide sufficient funds to the Eaton County Road Commission who maintains the roads in Delta Township so the county had no other choice but to seek a tax increase. For our residents safety and to enable our businesses and industry to operate efficiently, we need to maintain all our roads in the township and county. The 12 year, 1.5 mill tax will provide sufficient funds to keep our local roads in good repair.
Yes, the township structure of government serves the Delta residents well. It provides direct local control to assure reliable fire protection, ambulance service, police coverage, safe drinking water, sewage service, parks, recreation, sidewalks, trails, elections, economic development, planning, zoning and other basic government services. The Delta township taxes are lower than most communities in the area. The quality of service in Delta Township is exceptionally high because our residents are able to make their needs and concerns known directly to the Board of Trustees and the professional management team that is responsible for the daily township operations.
As a township we need to have more control over our roads and storm water drains. We need to have more input into how these funds are allocated. We need assurance that public funds are being expended prudently, efficiently and effectively. As a township we have limited influence on what roads get fixed or when and how snow is plowed in the winter by the County Road Commission. Our residence are at the mercy of the County Drain Commissioner who is not accountable to the township. If the County Drain Commission is led by an elected official who is not an engineer and is incapable of performing his duties, the township and its residence suffer from flooded basements and unjustified costs.
Delta Township has been recognized by the Michigan Township Ass. as a Township of Excellence. Delta residents regard Delta as great place to live, work and play. Property taxes are lower and quality living is affordable in Delta. The next board will need to protect these strengths and achievements by promoting economic development, protecting neighborhoods, assuring effective governance, enhancing the quality of life with trails and parks, and maintaining infrastructure needed to deliver quality services. The challenge we have is limited discretionary funds in the best of times. We will need to implement effective strategies and allocate funds wisely, cost effectively and prudently.
No. Delta Township does not have a funding problem. If there are local governments who do not have sufficient revenue to provide basic services, then their residents need to answer this question of what services to cut. Counties would not be able to assume a larger role without raising taxes. The state legislature and the governor need to justify their decision to cut business taxes and reduce funds available for schools, higher education,local government and roads.
Providing pure drinking water, reliable sewage disposal, and police, fire and emergency medical professionals are the most vital and funding must be protected to assure the current service levels are maintained. Protecting the basic health and safety of our residents and workers as well as the property of our residents and businesses is critical. Delta maintains a professional police department through the Eaton County Sheriff. The Township's fire and emergency medical staff are one of the best in the state. The township is continually looking for ways of improving services and lowering costs. Maintaining our parks and recreation programs are also important to our community to protect.
All services are important to our residents. Delta has lowered cost of services by applying best practices and sharing services with other communities. Delta provides quality fire and ambulance services to Eagle and Watertown Townships, assessing services to Grand Ledge and contracts with Eaton County for police services. These shared service agreements reduce costs as well as improve the quality of service for Delta and our partner governments. Delta purchases the best quality water from Lansing at a savings. All township vehicles are maintained in one shop at the Utility Department. Staff are continually challenged to find the most cost efficient and effective means of providing services.
Yes, we pay all our obligations on time, We pay our taxes that support our local community, state government services and federal government services. My wife and I are commitment to living within our means just as we expect of our government.
