1. Restoring financial stability and improving our credit rating. I'll continue prudent decision-making with an eye on reducing future liabilities. Administration positions & salaries must be addressed. County procurement process must be overhauled to reflect best practices used in private industry; ending no-bid & single-source contracts whenever possible. We must get the most for our tax dollars. 2. Roads & Infrastructure We must find additional dollars within the budget for roads to promote safer transportation and reduce repair costs our motorists, support economic development and tourism. 3. County Services We must eliminate duplication, prioritize & streamline delivery of services.
While I believe it was done without a genuine effort to negotiate with the bargaining units, it serves no purpose to second guess this decision. The employee and retiree healthcare changes were not thought through and have caused severe hardship on current and retired employees forcing them to pay very high out of pocket expenses. Planning for the conversion was not sufficient and confusion was rampant for these people.
- Closer examination of outside contracting especially in the area of consulting and legal services with reduction of expenses as the goal. - Closer examination and reduction of Administrative positions and reduction of compensation. - Outside operational review that is paid for by savings with nothing "off the table" and implementation of best practices of other government and private industry. - Institute employee suggestion program that provides incentives for ideas from within to improve processes, practices and services. - Top to bottom review of energy use within all facilities, vehicles, equipment and planning to reduce consumption.

We must work to improve the desirability of Wayne County by improving the quality of life for our residents, especially in the area of safety, employment, education and recreation. Wayne County must do more to partner with other governmental and non-governmental agencies to make this a reality. New initiatives in the area of public safety encouraging partnerships between the Wayne County Sheriff's Dept., local law enforcement and State Police could improve public safety. Partnering with school districts to provide meaningful internships for young people would benefit both the county and the students.
The Wayne County Economic Development Dept. should explore a pilot program that utilizes vacant buildings as small business incubators with timelines that require startup companies to move on to occupy their own sites which will provide employment opportunities. Working with the Higher Education Community to develop a program to provide guidance to these businesses in building a realistic business plan and putting it into place.
A customer-driven analysis of all services is needed from how citizen requests and inquiries are handled from the initial call all the way through to resolution. Wayne County must change its mindset to think of our citizens and businesses as our customers and "secret shopper" techniques should be utilized to follow the customer experience. Additional training is likely to be needed, but will pay off with greater citizen satisfaction.
Access to international markets via all forms of transportation and shipping and our close proximity to Canada are tremendous assets. Employing an experienced and successful marketing company with a success-based contract should be considered to market our county.
The greatest challenge to making Wayne County attractive is competitive pay and benefits. The county has not adjusted to the change to a employment market that necessitates a market survey for the positions the county needs to fill. The shortage of employees is widespread and includes virtually every area of county government.
If this could be shown to benefit the county in a substantial way, I would consider supporting it.
Assuming you mean Wayne County, by increasing the appropriation for these needed repairs, which is a priority for me.
While the potential benefits are obvious with body cameras, additional study is needed to address the potential invasion of privacy and constitutional rights issues before we implement this.
While it would seem to be a worthwhile goal, it would be a further duplication of efforts at a time when we are unable to deliver services that are essentially the responsibility of the county. We must keep in mind the proper role of the county and what is others responsibility. One plan the county should explore is creation of a Wayne County Promise Plan, which would raise private dollars to pay for 2 years of trade school or community college for high school graduates in the county.
The county is not in the financial position to provide this assistance in the form of grants, but increased efforts to lobby for additional state and federal grants to pass through to locals could be helpful.
Probably not. The shortage of deputies and staff within the prosecutor's office have exacerbated gun violence. I would like to see tougher sentencing for crimes and exploration of the use of predictive analytics to guide law enforcement patrols by Sheriff deputies. We should also work with local police departments to develop a pilot program to monitor gunshots that assist in locating shooters and lead to greater success in apprehension. Federal grants would likely be available to help initiate such programs.
While I support public transit, I have reservations about the proposed system and do not support unnecessary duplication of existing routes or systems. The continuation of DDOT is an unnecessary drain of funds and the folding in of this system should be addressed immediately. Also the bus-based system will not likely encourage the increased ridership necessary for this system to be successful. I am undecided at this point.
